Wastewater Treatment Project Q1 2020 Quarterly Report

The Wastewater Treatment Project Q1 2020 Quarterly Report was received by the Board for information from the Core Area Liquid Waste Management Committee. This comprehensive quarterly report covers the reporting period of January through March 2020 and outlines the progress made on the Wastewater Treatment Project over this time.

Diversity and Inclusion Statement – Response to Notice of Motion
The Board approved a diversity and inclusivity statement to be included on the agenda cover for each of the CRHC, CRHD and CRD Boards and each of the standing committees of those Boards. The statement reads: The Capital Regional District strives to be a place where inclusion is paramount and all people are treated with dignity. We pledge to make our meetings a place where all feel welcome and respected.

2020 Financial Plan Amendments for Panorama and SEAPARC
The Board approved an amendment to the 2020 financial plans for the Panorama Recreation Centre and the Sooke and Electoral Area Parks and Recreation Commission (SEAPARC) Leisure Complex as a result of the forecasted deficit from the COVID-19 closures and phased re-opening of facilities, programs and services.

Solid Waste Management Plan – Traffic Impact Analysis
The Board approved a motion directing staff to undertake additional work to better understand the potential impacts of moving the commercial truck entrance at Hartland Landfill and report back to the Environmental Services Committee with the results. A current season traffic study will also be conducted as an update to the original report. An amended motion that staff plan for additional consultation for residents of Willis Point, Highlands and the Hartland Area was tabled until the September 9 Board meeting.

Regional Greenhouse Gas Inventory Study
The Board received the results of the Regional Greenhouse Gas Inventory Study for information. The report will be referred to all CRD municipalities, electoral areas and First Nations with the per capita information to inform future GHG reduction planning efforts and feedback from the referrals will inform future regional action. The results of the report indicate an approximate 1% decrease in regional emissions from 2007 to 2018 and the CRD will utilize this information for climate action planning activities.

Capital Region Coastal Flood Inundation Mapping Project Update
The Board received the results of the Capital Region Coastal Flood Inundation Mapping Project for information and will refer it to all CRD municipalities, the Islands Trust, electoral areas and First Nations. The results will inform future emergency planning efforts and feedback from the referrals will be received back to inform further regional action and opportunities for additional collaboration.

Non-Migratory Canada Goose Management
The Board directed staff to provide a report on a Canada Goose Management Program Service in the region. The CRD has coordinated the Regional Goose Management Working Group since 2015 and staff continue to participate in that group and the Vancouver Island Regional Canada Goose Working Group.

CRD’s response to COVID-19
The process for delegations is continually reviewed and modified to ensure ongoing compliance with directives related to COVID-19. Meeting materials and webcasts remain available online. Written submissions and applications to address the Board are encouraged.
