Regional Context Statements: View Royal and North Saanich

Provincial legislation requires that a municipal Official Community Plan contain an accepted regional context statement, which demonstrates a strong relationship to the Regional Growth Strategy (RGS) and will work toward achieving RGS vision and objectives. The Board accepted the regional context statements from the Town of View Royal and the District of North Saanich in relation to the 2018 RGS.

Dog Management Policy Framework
The Board approved a Dog Management Policy Framework for use by Regional Parks. Staff have developed a policy framework based on a system-wide approach that can be used in conjunction with planning processes to determine dog management on a park-by-park basis. Over time, the policy framework will be used to bring consistency and structure to decisions regarding dog management within the regional park system.

Management Plans for Mount Parke Regional Park and St. John Point Regional Park
The Board approved management plans for Mount Parke and St. John Point regional parks on Mayne Island. Completing management plans for regional parks is a key action consistent with the Regional Park 2012-2021 Strategic Plan. Draft plans were developed and improved based on input provided through public engagement opportunities and stakeholder consultation. The management plans are intended to guide decision-making in the two parks for the next 15-20 years.

James Bay Urgent and Primary Care Centre
The James Bay Urgent and Primary Care Centre project addresses the need to increase access to primary care and was included in the 2019-2028 Capital Regional Hospital District Capital Plan. With CRHD Board approval of a $1.5 million Capital Expenditure and Borrowing Bylaw, Island Health can proceed with tenant improvements and capital acquisition to accommodate the planned services.

Capital Region Housing Corporation 2020 Budget
The Capital Region Housing Corporation (CRHC) Board approved the CRHC’s 2020 Operating and Capital Budgets.

Regional Housing First Program Alternative Approval Process
The Board previously approved obtaining electoral approval via Alternative Approval Process (AAP) for Bylaws No. 4326 and 4327 in the Salt Spring Island, Southern Gulf Island and Juan de Fuca Electoral Areas. To conduct the AAP, the Board has confirmed a deadline to receive elector responses, established the total number of electors, and approved the Notice of AAP and a revised Elector Response Form. The process will be initiated January 8, 2020.

Magic Lake Estates Wastewater System Referendum Results
The Board received the Chief Election Officer’s Proclamation of Official results from the Magic Lake Estates Wastewater System Referendum. The results of the vote were 207 in favour and 36 opposed, and the loan authorization bylaw has been adopted by the Board.

2020 Water Rate Bylaws
The Board has approved the 2020 operating and capital budgets for the Saanich Peninsula Water Service, the Juan de Fuca Water Distribution Service and the Regional Water Supply Service. This includes approval of the bulk water rate per cubic metre for each service, as well as Five Year Capital Plans for the Regional Water Supply Service and the Juan de Fuca Water Distribution Service.
