CRD Board Highlights: May 13, 2020


CRD Board Highlights provides a brief summary of items from each monthly regional Board meeting. The summary is not inclusive of all agenda items. Please refer to the CRD website for the full agenda, minutes and webcast.


 

CRD 2019 Annual Report

The Board received the CRD 2019 Annual Report, which provides a profile of CRD services and progress and accomplishments in advancing Board and Corporate priorities, together with service delivery results and financial highlights. The report also features key activities of the CRD’s other corporate entities, the Capital Regional Hospital District (CRHD) and Capital Region Housing Corporation (CRHC), and the many CRD-appointed Commissions.

2019-2022 Board Priorities – Annual Check-In
The Board approved a recommendation that the initiatives and actions that deliver on Board Strategic Priorities be continued in accordance with the approved 2019-2022 Board Strategic Priorities. Staff have been progressing initiatives and actions identified in the Corporate Plan and will provide recommendations on funding, timing and service levels through the service and financial planning processes.

CRD Climate Action - 2019 Annual Report

The Board received the draft 2019 Climate Action Annual Report, which outlines actions the CRD has undertaken to advance its corporate and regional climate strategies and commitments as a signatory to the BC Climate Action Charter. After it is updated with additional GHG emissions information, the Climate Action Revenue Incentive Program (CARIP) report will be submitted to the Province as required for the CRD to receive a provincial carbon tax rebate grant.

CRD 2019 Audit Findings Report and Statement of Financial Information
The Board approved the CRD 2019 Statement of Financial Information as required under the Local Government Act, Community Charter, and Financial Information Act. As noted in the Audit Findings Report, it is the auditors’ opinion that these financial statements present fairly the consolidated financial position of the CRD as of December 31, 2019, and the results of financial activities for the year then ended in accordance with Canadian Public Sector Accounting Standards.

Proposed Amendment to Liquid Waste Management Core Area Bylaw
As the Core Area Wastewater System improvements near completion and become operationalized in January 2021, it is necessary to update Bylaw No. 2312 to reflect the system changes, the proposed conveyance and treatment capacity allocations and operating and capital cost sharing methodologies. The Board approved a proposal to have the bylaw amendment process commence now in order to have the bylaw adopted before year-end and in effect for the 2021 budget.

Investment Portfolio Update
The Board received an update on CRD investment holdings and performance for the period ended December 31, 2019. Overall, the portfolio of investments reflects the four fundamental objectives of safety of principal, liquidity, responsible investing and return on investment. Investments have been made in keeping with requirements under the Investment Policy Statement and investment performance was in line with expectations for the year.

Wastewater Treatment Project Q4 2019 Quarterly Report
The Wastewater Treatment Project Q4 2019 Quarterly Report was received by the Board for information from the Core Area Liquid Waste Management Committee. This comprehensive quarterly report covers the reporting period of October through December 2019 and outlines the progress made on the Wastewater Treatment Project over this time.

CRD’s response to COVID-19

In response to the COVID-19 public health emergency, Committee and Commission meetings are suspended until July, with essential items going directly to the CRD Board. Until that time, the CRD Board will be meeting on the 2nd and 4th Wednesdays of the month, and Commissions will meet only to consider essential business.

The CRD Board Procedures Bylaw was recently amended to permit electronic-only participation in meetings. In order to ensure physical distancing and in keeping with recent directives from the Province of BC, the public is no longer able to attend these meetings. Written submissions are being encouraged, and agendas and minutes will continue to be posted.
