Options for CRD Contribution toward the Acquisition of Kings Road Park

The Board directed staff to explore innovative approaches or alternate opportunities with the District of Saanich for the CRD to purchase other property and report back to the Regional Parks Committee. In addition, staff will bring a renewed land acquisition strategy and criteria to the Committee in March 2020 for review and recommendation to the Board.

Wastewater Treatment Project Q3 2019 Quarterly Report
The Board received the Wastewater Treatment Project Q3 2019 Quarterly Report for information from the Core Area Liquid Waste Management Committee. This comprehensive quarterly report covers the reporting period of July through September 2019 and outlines the progress made on the Wastewater Treatment Project over this time.

Transportation update
Meeting as a Committee of the Whole on January 29, the Board received a presentation from the Ministry of Transportation and Infrastructure with an update on the Southern Vancouver Island Multi-Modal Transportation plan.

Town of View Royal – Service Fee Agreement re: Sewer Charges
Annual sewer operating costs attributable to the Town of View Royal are currently recovered by way of requisition. The Board approved a recommendation to enter into a service fee agreement with the Town through bylaw which provides that the costs may be recovered by revenue received by way of an agreement.

Electoral Area Grant Applications

The Board approved several grant applications, including:

  • A letter of support for an application by TELUS for a funding contribution towards the transport and last mile project extending fibre optic network connectivity for Jordan River - Port Renfrew in the Juan de Fuca Electoral Area. Staff Report
  • An Active Transportation Infrastructure grant application for Phase 2 of the Lower Ganges Road – Booth Canal to Vesuvius Bay Road pathway project on Salt Spring Island. Staff Report & Map
  • An application for Investing in Canada Infrastructure Program – Green Infrastructure – Environmental Quality Sub-Stream grant funding for the Magic Lake Estates Wastewater Service – System Renewal Project on Pender Island in the Southern Gulf Islands Electoral Area. Beneficial Use of Biosolids – Contingency Planning
The Board approved a recommendation to partially rescind its policy banning land application as a beneficial use of biosolids at Hartland landfill only. Staff are directed to immediately include the full spectrum of options permitted by the provincial regulations in the analysis of options for the long-term biosolids strategy, and ensure that the analysis takes into account impacts on public health, water resources, agriculture, life-cycle costs, climate change objectives, other environmental considerations and legal liabilities. Staff will also respond to the Ministry of Environment & Climate Change Strategy with the submission of a contingency plan that commits to beneficial use of biosolids during cement kiln shut-down periods.
