Election of the Board Chairs
Colin Plant has been re-elected as the Chair of the CRD Board. The CRD Board Chair leads a 24 member Board of Directors comprised of municipal mayors and councillors appointed by their councils and elected directors representing Salt Spring Island, the Southern Gulf Islands and the Juan de Fuca electoral areas. The Chair establishes standing committees, formalizes committee structures, and appoints committee chairs and vice-chairs. Chairs and Vice-Chairs are elected each November.

Wastewater Treatment Project Options to Further Mitigate Costs
The Board received a report from the Core Area Liquid Waste Management Committee. Based on current forecasts, ongoing impacts of the project are expected to exceed $40 million in 2021. Staff will continue to refine estimates and forecasts through project completion, including monitoring of assumptions, variable costs and their impact to total ongoing costs.

Regional Parks Sustainability: Land Acquisition Fund Extension
The Board approved several recommendations from the Parks & Environment Committee, including: that the Land Acquisition Fund be renewed for an additional 10 years (2020-2029) at a levy of $20 per household; that land acquisitions be funded with an averaged contribution from community partners at an additional 25%; that an additional $925,000 be requisitioned each year for capital reserves to fund the refurbishment and replacement of existing assets (included in 2020 provisional financial plan); and that staff report back in 2020 on strategies to ensure that sufficient funding is in place in future years to sustain the Regional Parks service.

Beacon Community Services Expansion Major Project Funding Request
The Hospital District Board approved two recommendations from the Hospitals & Housing Committee to provide funding in the amount of $1.35 million required for Island Health to proceed with the Beacon Community Services Expansion project that addresses the transition of Island Health funded home support services to the health authority. A requested letter of support was also approved in order to support the designation of eight identified sites as health facilities under the Hospital District Act.

Employee Compensation Bylaw
The Board approved a recommendation from the Governance & Finance Committee to adopt Bylaw No. 4330, a bylaw to amend the terms and conditions of employment for CRD exempt staff, who currently receive annual costs of living increases based on the average provided to exempt staff at the City of Victoria and the District of Saanich. The approved update provides CRD exempt staff with cost of living adjustments equivalent to those of CRD unionized staff.
