Capital Region Housing Corporation 2020 Budget

The Capital Region Housing Corporation (CRHC) Board approved the CRHC’s 2021 Operating and Capital Budgets.

Oak Bay Lodge Redevelopment Update
The Capital Regional Hospital District (CRHD) Board received an update on the Oak Bay Lodge redevelopment. A multi-round consultation and engagement process will begin in January 2021. The first stage of the process will focus on seeking community feedback and ideas regarding the potential uses to be incorporated into the future development of the Oak Bay Lodge property. The second phase of the multi-round engagement process will focus on reporting out on what was heard from the community during the first round, and introducing potential development concepts for feedback.

2021 Committee and External Membership Appointments
The CRD Board received the 2021 standing committee appointments and endorsed external appointments and nominations.

Service Fee Agreement re Sewer Charges – District of Oak Bay
The CRD Board approved an agreement with the District of Oak Bay to recover the District’s annual sewer operating costs by way of service fee agreement, rather than requisition.

Transportation Gap Summary
The CRD Board approved motions to form a transportation standing committee, and for staff to work with jurisdictional partners and BC Transit to develop a list of regional transportation priorities including low carbon options in order to meet the CRD’s climate targets and report back to the Board for prioritization. Additionally, CRD staff will be researching options for a transportation governance model that will improve regional coordination and provide long-term advocacy and action.

Rowing BC – NextGen Performance Centre, Expression of Interest

The CRD Board endorsed staff responding to the Rowing BC Expression of Interest in order to continue exploring the concept of the NextGen Performance Centre to be located at Elk/Beaver Lake Regional Park. Initial responses are due to Rowing BC by January 11, 2021. No commitments other than an interest to continue the discussions would be made by the CRD at this time.

2021 Water Rate Bylaws
The CRD Board has adopted bylaw amendments for the 2021 operating and capital budgets for the Saanich Peninsula Water Service, the Juan de Fuca Water Distribution Service and the Regional Water Supply Service. The amendments include the bulk water rate per cubic metre for each service as a result of the November 18, 2020 CRD Board approval of the respective Five Year Capital Plans.

CRD’s response to COVID-19
In keeping with directives from the Province of BC, the public is not able to attend CRD Board meetings in-person at this time. However, the public may continue to view meeting materials and webcasts online. Written submissions and applications to address the Board are encouraged, with a modified process for delegations electronically.
