Capital Regional District 2021 Financial Plan Provisional Approval
The CRD Board gave provisional approval of the CRD 2021 Financial Plan at a special meeting on October 28. Public feedback is encouraged on the provisional 2021 Financial Plan until January 31, 2021. The Plan is subject to change as a result of the final 2020 surplus/deficits, revised assessment information and any directed amendments prior to final approval by the Board as part of the Financial Plan bylaw by March 31, 2021.

2021 Capital Regional Hospital District Provisional Budget
The CRHD Board gave provisional approval of the CRHD 2021 Budget at a special meeting on October 28. The primary cost driver for the development of the CRHD Provisional Budget is the 2021-2030 CRHD Capital Plan, which captures projects identified by Island Health and incorporates CRHD identified property acquisition and development projects. Public feedback is encouraged on the provisional 2021 Provisional Budget until January 31, 2021. The Provisional Budget will be subject to change as a result of the final 2020 surplus/deficits, revised assessment information and any directed amendments prior to final budget approval by Board as part of the annual budget bylaw by March 31, 2021.

Election of Board Chairs and Vice-Chairs
The CRD, CRHD and CRHC Boards held their annual elections for Chair and Vice-Chair on November 18. Colin Plant has been re-elected as the CRD Board Chair for a third consecutive year and Rebecca Mersereau has been elected for the first time as the CRD Board Vice-Chair. Denise Blackwell has been re-elected as the CRHD Board Chair and Colin Plant has been re-elected as the CRHD Board Acting Chair. Lisa Helps has been re-elected as the CRHC Board Chair and David Screech has been re-elected as the CRHC Board Vice-Chair.

Regional Water Supply Strategic Plan - 2020 Progress Report
The Board received the Regional Water Supply Strategic Plan 2020 Progress Report and confirmed the priorities and actions planned for 2021-2022. Good progress has been made on many of the commitments, actions and priorities in the Strategic Plan since it was approved in 2017. Staff continue to define scope and budget for upcoming initiatives, which are reflected in the annual and five year financial plans.

Regional Housing First Program: Project Update, Third Quarter 2020
The Board received a project summary with an update on the progress of nine previously approved Regional Housing First Program (RHFP) projects. The RHFP is an equal partnership between the CRD, BC Housing and Canada Mortgage & Housing Corporation which will see a direct investment of $120 million to construct up to 2000 units of affordable housing as part of the $600 million program. The projects reported on represent a total of 960 units with 226 to be rented at the provincial income assistance shelter rate ($375/month).

Reaching Home Additional COVID funding
The Board received a report on COVID-19 Additional Reaching Home Funding that includes $1,918,197 in additional funding from Reaching Home – the Government of Canada’s Homelessness Strategy to support the region’s COVID-19 response capacity. CRD staff are working with community and government partners to implement a strategy for equitable distribution of this funding where people have been identified as experiencing or at risk of homelessness. This funding will help extend these efforts into next year and will facilitate the funding of new responses needed as the COVID-19 pandemic evolves.

Hauling and Processing of Kitchen Scraps – Award of Contract
The Board awarded a contract for the hauling and processing of kitchen scraps to D.L. Bins Ltd. The new contract will ensure continuity of service from March 1, 2021 to February 28, 2025 at the rate of $138.60 per tonne and an estimated cost of $1,663,200 per year. A motion arising directed staff to bring back a report to the Environmental Services committee on aligning tipping fees with actual costs.

The process for delegations is continually reviewed and modified to ensure ongoing compliance with directives related to COVID-19. Meeting materials and webcasts remain available online. Applications to address the Board are encouraged by written submissions or phone rather than in-person at this time.
