CRD Board Highlights: May 11, 2022

Procurement Policy Amendments for Procurement from Indigenous Businesses

To support First Nations’ economic opportunities, the CRD Board has approved changes to the CRD Procurement Policy. The policy amendments are intended to enable greater consideration of Indigenous procurement opportunities, to support economic goals and capacity building for Indigenous businesses and communities, while still ensuring that purchasing staff have appropriate guidance and oversight.

Meeting the Solid Waste Management Plan Targets through Material Stream Diversion

The CRD’s Solid Waste Management Plan enables the CRD to take action in several interconnected areas to increase diversion of materials from the landfill in support of waste reduction targets. The CRD Board has now directed staff to initiate a procurement process to understand private sector options and costs for further processing (reuse, recycle or resource recovery) of divertible materials, and return to the Environmental Services Committee in January 2023 with financial implications and proposed amendments to the Hartland Tipping Fee and Regulation Bylaw No. 3881 and associated operational implications.

2019-2022 Board Strategic Priorities - Annual Check-In

The CRD Board reviewed progress to date on Board Priorities, confirmed the strategic direction, and agreed that heightened advocacy regarding protection of the E&N corridor as a transportation corridor, including reinstatement of passenger and freight rail services, should be advanced. Staff have been directed to provide recommendations in funding, timing and service levels for 2023 focused on operational adjustments, through the next service planning process.

Capital Regional District 2021 Annual Report

The Board received the CRD 2021 Annual Report, which provides a profile of CRD services and our progress and accomplishments in advancing Board and Corporate priorities, together with service delivery results and financial highlights. The report also features key activities of the CRD’s other corporate entities, the Capital Regional Hospital District (CRHD) and Capital Region Housing Corporation (CRHC), and the many CRD-appointed Commissions.

Capital Regional Housing Corporation Annual General Meeting
The CRD Board, as the sole shareholders of the Capital Regional Housing Corporation (CRHC), approved the financial statements of the CRHC and received the annual report as part of the CRHC Annual General Meeting.

Solid Waste – 2021 Annual Report

The CRD Board received the CRD’s 2021 Solid Waste Annual Report for information. Opportunities for the community to further waste reduction and diversion activity were realized in 2021, with the CRD Board endorsement of a new Solid Waste Management Plan for the region. The 2021 Solid Waste Annual Report provides an initial plan monitoring framework encompassing activities identified in the plan, and identifies the priority areas adopted for early implementation.

Capital Regional District Climate Action - 2021 Annual Report

The CRD Board received the CRD’s 2021 Climate Action Annual Report for information. This report outlines actions the CRD has undertaken to advance its new Climate Action Strategy, Board priorities, and commitments as a signatory to the BC Climate Action Charter over the past year.
